A. Smailov: “Draft anti-crisis plan should be submitted to Government no later than March 25”

More than 30 amendments will be made to the Constitution of Kazakhstan and more than 20 new laws will be adopted before the end of the year. The Minister of National Economy Alibek Kuantyrov spoke about the formation of a new political culture in the country, provided for by the reforms that the Head of State outlined in his address two days before. According to him, as part of the implementation of the President’s instructions, the department takes three main directions in its work. These are the improvement of the administrative-territorial structure of the country, the decentralization of local self-government and anti-crisis measures. With the advent of three new regions in the country, the ministry intends to develop a special road map and a plan of necessary measures. Separately, the minister made emphasis on the work of the operational headquarters for anti-crisis measures.

“In pursuance of the fulfillment of the instructions given by the Head of State, the Ministry of National Economy launched the implementation of the Anti-Crisis Program. Currently, specific proposals are being worked out with the relevant government agencies. The Ministry of National Economy will substantively and promptly work out each instruction of the Head of State, given in the Address to the people of Kazakhstan. For the effective implementation of the Address, the work of the Ministry will be carried out on the principles of de-bureaucratization of processes and focus on results,” said Alibek Kuantyrov, Kazakh Minister of National Economy.

The Head of the Cabinet of Ministers, Alikhan Smailov, instructed the responsible departments to submit the draft Anti-Crisis Plan to the government by March 25. Measures should be aimed at supporting the economy, strengthening control over inflation, stabilizing the foreign exchange market, creating jobs and developing entrepreneurship. The Prime Minister also touched upon the tasks of developing the regions. He instructed the government to completely revise the procedure for their financing and to facilitate the public procurement system there.

“The President set before us large-scale tasks for the progressive development of our state, increasing the stability and competitiveness of the economy, improving the quality of life and the well-being of the people. Now is not the time to relax. It is we who are responsible for the effectiveness of the implementation of the reforms outlined by the Head of State. We must justify the trust of society. In this regard, I instruct to promptly and with special responsibility proceed to this matter,” said Alikhan Smailov, Kazakh Prime Minister.
